Storm Wipha made landfall in Ninh Binh and Thanh Hoa Provinces on July 22, packing sustained winds of level 8 (62-74kph) and gusts up to level 10 (89-102 kph).

The housing recovery initiative, backed by VND65 billion (US$2.5 million) from the central relief fund, was announced on Wednesday by the Vietnam Fatherland Front Committee of Nghe An Province.

Under the plan, 500 new houses will be constructed for families whose homes were completely destroyed, swept away, or required emergency relocation.

Each new house will receive VND100 million ($3,810) in funding.

An additional 500 homes that suffered damage will be repaired, with each receiving VND30 million ($1,140).

A working delegation from the ministry, led by Major General Nguyen Hong Nguyen, deputy chief of the Ministry of Public Security Office, on Tuesday met with Nghe An officials to finalize the plan for the emergency housing initiative.

The plan also included rebuilding heavily damaged schools.

During their visit, the delegation encouraged affected residents and offered support to locals, teachers, and students in My Ly, one of the hardest-hit communities in the province.

In response to the crisis, members of the Nghe An People's Committee made additional donations during a regular meeting in July, marking the second round of contributions aimed at assisting the storm victims.

As of 4:40 pm on Tuesday, nearly VND130 billion ($5 million) in cash and goods had been pledged by individuals and organizations to the Vietnam Fatherland Front of Nghe An Province to support the storm victims.

The total estimated damage from the storm and its aftermath in Nghe An has reached nearly VND3.8 trillion ($143.5 million).

Housing losses accounted for the largest portion, around VND1.5 trillion ($59 million), with 450 homes completely destroyed, 5,426 houses submerged and their contents ruined, and 1,601 additional homes impacted by landslides and floodwaters.
