The congress, held at the National Convention Center, is convened under the motto ‘Solidarity – Democracy – Discipline – Breakthrough – Development’ and is scheduled to run from Monday to Sunday, according to the Party’s official program.
Following ceremonial flag-raising, the congress presidium formally launched proceedings and outlined the agenda, which includes discussion and adoption of key policy documents, a review of the past term, and the election of a new Central Committee for the 2026–30 period.

State President Luong Cuong, delivering the opening address, described the congress as a “major political event” and a historic milestone as Vietnam approaches the centennial of the Communist Party of Vietnam’s founding in 2030.
He said the grand gathering is tasked with charting Vietnam’s development path amid a volatile global environment marked by strategic competition among major powers, climate change, technological disruption, and evolving security challenges.

The congress will debate the Political Report of the 13th Central Committee, a review of 40 years of market-oriented reforms known as Doi Moi, a report on 15 years of implementing the Party Charter and proposals to amend it, as well as an assessment of the leadership and direction of the outgoing Central Committee.
Prime Minister Pham Minh Chinh chaired the opening session, while Party General Secretary To Lam later presented an overview of the draft documents to be considered by delegates.

The Party chief said the 14th Congress marks the start of a new development phase for Vietnam, with an emphasis on strategic autonomy, institutional reform, and breakthroughs aimed at sustaining growth and enhancing national competitiveness through to 2030, with a longer-term vision to 2045.
Senior current and former leaders attended the opening, including former Party chiefs, presidents, prime ministers, and National Assembly chairs, alongside representatives of social organizations, religious groups, intellectuals, and youth.
Foreign diplomats and representatives of international organizations were also present.

The congress marks a major milestone in the country’s development.
It opens a new era as Vietnam seeks to meet the centennial goals of the Party and the nation and become a high-income developed country by 2045.
The vision is for a peaceful, independent, democratic, strong, prosperous, civilized, and happy Vietnam, steadily moving toward socialism.
