The case was uncovered by Nam Dinh Ward police during an investigation into environmental violations.
Investigators found that a water-covered plot of land, managed by the Nam Dinh Ward People's Committee and located in front of 56-year-old Nguyen Van Thu's house, had been filled with a large volume of ordinary solid waste.
Police said Thu hired Tran Duc Diep, 44, to transport and dump solid waste to fill about 280 square meters of the site for tree planting.

Diep made 129 truck trips and illegally dumped more than 177 metric tons of solid waste at the location.
Police said the dumping altered the condition of the public land and posed potential risks of environmental pollution while affecting the landscape, ecosystem and local land management.
Based on the evidence collected, the Ninh Binh provincial police investigation agency charged Thu and Diep for causing environmental pollution.
