Provincial investigators on Monday confirmed the detention of Nguyen Thi Loan, 49; Nguyen Thi Thu, 34; and Nguyen Tuan Tien, 38, all residents of Khanh Hoa.
Authorities said the trio worked together to target tourists with exposed belongings.
Thu and Tien allegedly identified victims and acted as lookouts, while Loan carried out the thefts.
Stolen items were then handed to Thu and Tien, who sold them and split the proceeds.
Between April 2 and 9, the group reportedly committed six thefts, taking nine mobile phones and US$400 from tourists.
The arrests come as local authorities strengthen measures to protect visitors.
The coastal province has recently introduced new measures to better support tourists.
These include keeping visitors safe, offering emergency assistance when needed, and helping with paperwork if important items like passports, ID cards, or flight tickets are lost or stolen.
