-- The Vietnamese government has released a draft decree on preventing spam text messages, calls, and emails which seeks to allow mobile subscribers to register their number in a ‘do not disturb’ list and give hefty fines of VND80-100 million (US$3,500-4,300) to those who still spam texts and calls to numbers on the list.

-- A woman was killed and her ten-year-old daughter seriously injured in a motorbike accident at Noi Bai International Airport in Hanoi on Sunday. The deceased mother allegedly rode her motorbike at high speed into a cars-only entrance at the airdrome's domestic terminal and hit the sidewalk, an airport representative told Tuoi Tre (Youth) newspaper.

-- An employee at a social support center under the Department of Labor, War Invalids and Social Affairs in Ho Chi Minh City was arrested on Sunday for allegedly molesting at least four children aged 13-15 under his care.

-- Ho Chi Minh City is looking to make e-tickets available on all public buses from 2021, according to Transport Department director Tran Quang Lam.

-- A 33-year-old woman in the southern Vietnamese province of Dong Nai with an unusually long name of Nguyen Thi Kim Hoang Linh Phuong has successfully changed her name to Nguyen Kim Phuong after making complaints that she had been refused service at banks because her name exceeded the character limit to be printed on bank cards.

-- Although there are still two weeks until Black Friday, one of the year’s busiest shopping days when stores typically offer huge discounts, many brands in Vietnam are already rolling out lucrative promotions to attract customers.

-- The Ministry of Industry and Trade has proposed selecting major tourist cities including Hanoi, Ho Chi Minh City, Da Nang, Vung Tau, Da Lat, and Hoi An to pilot a scheme for promoting a nighttime economy after the government in July requested that ministries study Beijing’s successful evening-economy model.

-- Miss Vietnam 2018 Tran Tieu Vy joined over 1,000 young people in the central city of Da Nang on Sunday in the Dance For Kindness 2019 event, which calls for action against gender violence and promoting HIV/AIDS prevention for public health.
