-- Traffic in Hanoi was thrown into chaos on Tuesday evening as heavy flooding submerged streets and power outages hit several areas. In the former Ha Giang Province, now part of the expanded Tuyen Quang Province, floodwaters in some places rose above head height.
-- A woman was rescued unharmed on Tuesday afternoon after becoming trapped in an elevator that plunged into a flooded basement at a lakeside building in Hanoi, authorities said.
