-- Vietnam’s national weather agency on Sunday said a weak cold spell is moving southward and, combined with easterly winds from a subtropical high, could bring moderate to heavy rain and thunderstorms to northern and north-central provinces from Monday to Wednesday, with localized downpours of over 70mm potentially causing flash floods, landslides, and urban flooding in mountainous areas despite low overall flood risk.

-- Hanoi has basically completed its dyke and irrigation planning project but will seek further international consultancy to ensure long-term vision, deputy chairman of the municipal People’s Committee Nguyen Manh Quyen said.

-- Vietnamese Prime Minister Pham Minh Chinh has signed a second decision to allocate VND400 billion ($15.2 million) in emergency funds to Thai Nguyen, Cao Bang, Lang Son, and Bac Ninh Provinces following an initial VND140 billion ($5.3 million) flood relief package approved on October 8.
