Businesses urged to help narrow policy-practice gap in southeast Vietnam

Vietnamese businesses were encouraged to actively contribute ideas and recommendations to ensure that economic policies in the southeast region are effective in practice, at the Vietnam Private Economic Forum 2025 (VPSF 2025) held Friday in Ho Chi Minh City.

“For the southeast economy to make a breakthrough, the private sector must be supported and freed from all barriers to truly thrive,” said Pham Thi Bich Hue, vice president of the Vietnam Young Entrepreneurs Association during the VPSF 2025 – Southeast cluster.

As part of the forum, a dialogue session was held under the theme “Promoting Innovation and Integration of the Private Sector in the Digital Era.”

The session brought together 200 delegates, including representatives of central and local government agencies, experts, and the private business community from the region.

Hue noted that many petitions had already been submitted to the VPSF 2025 local dialogue, stressing that this was an important opportunity for enterprises to engage in discussions and contribute policy recommendations.

The head of the VPSF 2025 organizing committee stressed that businesses still feel a gap between policy and practice, but emphasized that Vietnamese enterprises continue to aspire to move forward.

Accordingly, the business community has the mission of translating strategic resolutions into concrete actions and real value in practice.

Besides, Hue also highlighted the urgent needs of enterprises for government support and partnership, such as removing institutional bottlenecks, streamlining administrative procedures, and encouraging innovation and digital transformation.

Nguyen Truong Thi, deputy director of Ho Chi Minh City’s Department of Industry and Trade, also called on businesses to contribute more policy recommendations, noting that while the newly incorporated localities of the city are among the most dynamic growth hubs of the Southeast region, their development remains uneven.

Sharing the same view, Pham Phu Truong, deputy director of the Center for the Fourth Industrial Revolution in Ho Chi Minh City, advised that Vietnamese enterprises must recognize institutions and policies as an essential resource for their growth.

“We need to understand institutions and policies, and contribute to them, in order to benefit from them,” Truong emphasized.

The ideas, initiatives, and recommendations shared at the Southeast cluster dialogue will be consolidated with outcomes from other regional clusters to form a policy recommendation report, which will be presented at the ministerial-level dialogue and the high-level session of VPSF 2025 in Hanoi this September.

The results of VPSF 2025 will also be compiled and published in the Vietnam Private Economy White Book 2025, featuring specific and practical policy recommendations to be submitted to the government, ministries, and local authorities.
