Car driver faces fine for not giving way to priority vehicle in Hanoi

Traffic police officers in Hanoi said on Wednesday that they had issued an administrative violation record against a 27-year-old man for driving a car in the emergency lane of a road in Hanoi and refusing to give way to an on-duty priority vehicle.

Police summoned the man, who is N.D.D.L., a resident of Hanoi, after a video of him driving the car in the emergency lane of an elevated section of Beltway No. 3 and refusing to make way for the priority vehicle surfaced on social media.

The video revealed that the priority vehicle behind his car repeatedly signaled to be allowed to pass.

Nevertheless, the man continued driving in the emergency lane for a long distance and did not yield to the priority vehicle.

L. admitted to committing the acts at about 8:00 pm on Tuesday. 

He reasoned that he did not hear and see the signals from the priority vehicle.

At the time, it was raining and the elevated section of Beltway No. 3 was congested. However, he could completely make way to the priority vechile.

Pursuant to the prevailing regulations, drivers driving cars in emergency lanes will face a fine of VND4-6 million (US$160-240) each and have their driver’s licenses suspended for one to three months.

If their act causes damage to others’ assets, health, or life, they may face criminal charges with a penalty of up to 15 years in prison each.

Meanwhile, drivers failing to give way to emergency vehicles will be fined VND6-8 million ($240-320) each and have their driver's licenses revoked for two to four months.

If drivers have no driver's licenses, they will be fined VND10-12 million ($400-480) each, Dan Tri newspaper reported.
