The company began accepting applications for social housing at the An Trung 2 social housing project in An Hai Ward at 8:00 am on Monday, said N.T.N., a resident of Son Tra Ward.
However, as early as 8:00 pm the previous evening, crowds began forming in front of the company's office.
Early on Monday morning, the area became increasingly congested as more people joined the queue.
The scene descended into chaos as tempers flared and people pushed and shouted, trying to hold their place in line.
Security personnel and task forces had to repeatedly intervene to disperse bottlenecks and prevent physical altercations.
Despite their efforts, tension remained high due to the sheer number of applicants.
It was not until 8:00 am that the crowd control was achieved.

“I arrived at 7:00 am this morning, but couldn’t even get inside,” said N.T.H. from Lien Chieu Ward.
“With this crowd, I don’t know when my turn will come.
"Many of us haven’t even secured a spot for registration."
The An Trung 2 social housing project, developed by DMC - 579, a joint venture between Duc Manh Corporation and Civil Engineering Construction and Investment Corporation No. 579, features two blocks with a total of 633 apartments.
Each apartment covers an area ranging from 50 to 66 square meters, with an average price of over VND16 million (US$613.5) per square meter.
