Editor’s note: This commentary was originally written in Vietnam by Duc Tuan, a reader of Tuoi Tre (Youth) newspaper about sidewalk encroachment in Ho Chi Minh City. He proposes stricter management and penalties to stop the unauthorized occupation of shared public areas.

It was translated into English and edited by Tuoi Tre News for clarity, consistency, and coherence.

A modern and livable city consists of many elements, including sidewalks that reflect the face of urban life, yet widespread encroachment has left many of them looking shabby and chaotic.

Making a living is a legitimate need, but it cannot be used to justify the unauthorized occupation of shared public areas.

There are streets where one side of the sidewalk is kept clear while the other is not.

This reflects the level of awareness and respect for the law among local residents.

Sidewalks are public assets and must be returned to their intended function for the common good.

Although the task is difficult, it is not impossible.

Many localities have managed sidewalks well.

Ho Chi Minh City has adopted a policy of using footage from surveillance cameras and provided by residents to address sidewalk encroachment.

Alongside government efforts, community cooperation is essential to support monitoring.

Stricter action is needed against motorbikes being ridden on sidewalks and cars parked on them.

Current fines are already high enough to deter violations, and authorities are urged to continue strict and consistent enforcement without exceptions.

Persistent penalties will eventually push violators to abandon these bad habits.

Another factor that results in sidewalk disorder and threatens traffic safety is the advertising boards placed on sidewalks that block walkways and obstruct visibility. These must also be removed.

Public communication efforts should focus more on households running businesses along main streets.

They have a responsibility to join hands in protecting the city’s image for lasting benefits.

It is time to end the habit of stopping to buy from any spot along the street that feels convenient.

Penalties should apply to both sellers and buyers.

The city is encouraging people to use public transportation and reduce reliance on private vehicles.

This is closely tied to sidewalk management.

It is necessary to ensure sufficient space for pedestrians and create smooth connections between public bicycles, buses, river buses, and the metro.
