The stadium, located in Hung Yen’s Nghia Tru Commune and adjacent to the existing PVF Youth Football Training Center, which is about 25 km from the center of Hanoi, broke ground on October 19, 2025.
The Ministry of Public Security is the investor.

Four months after the groundbreaking, a large construction site has taken shape along the Hanoi–Hung Yen interprovincial road, with hundreds of vehicles and specialized machines operating.
On Friday, workers and engineers were seen accelerating progress on the project.

The stadium is designed to cover more than 55,000 square meters and include four main stands, along with professional facilities.
An outdoor plaza and an 18-hectare parking area are also planned as part of the complex.

Construction is currently focused on ground leveling and bored pile foundations.
The platform of the main structure stands about two meters higher than surrounding undeveloped land.

Access roads linking the site to existing transport routes are also being expedited.
Developers said the stadium will feature a fully retractable dome roof capable of opening or closing within 12-20 minutes, a technology not previously used in Vietnam.
The roof will use PTFE material designed to reduce heat absorption, block ultraviolet rays, and limit noise, helping maintain interior cooling and energy efficiency.

The stadium is part of a sports complex for the People's Public Security force.
Construction is expected to be completed in March 2027.
