The second phase of the project will include new construction and upgrades at the facility in An Hai Ward, with total funding drawn from the municipal budget, according to a statement issued on Saturday.
The expansion will extend the site southward toward Vu Van Dung Street, nearly doubling its area to about 20,859 square meters, with more than VND112 billion ($4.25 million) allocated for land clearance and resettlement.
Plans include building a nine-story multifunctional block with one basement and 160 beds, a three-story infectious disease unit, and supporting facilities, along with upgrades to existing buildings housing 180 beds and traditional medicine and rehabilitation services.
Construction is scheduled for 2026-29, with the city's civil and industrial construction project management board appointed as the investor.
The first phase of the center, completed in 2023 at a cost of more than VND241 billion ($9.15 million), is currently in operation.
