Da Nang bans sidewalk trading, placement of plant pots

Authorities in Da Nang City, central Vietnam have launched a sweeping campaign to restore urban order, targeting the long-standing issue of sidewalk and roadway encroachment for commercial purposes and the placement of potted plants.

Individuals and firms are barred not only from selling goods on sidewalks but also from placing mobile signage, advertising boards, ornamental plants, statues, and other items in public pedestrian spaces.

These measures are intended to ensure that sidewalks remain clear and accessible to pedestrians.

The municipal administration asked relevant agencies to ensure consistent, substantive enforcement in a bid to crack down on the sidewalk encroachment.

The campaign also seeks to eliminate makeshift markets along streets and enforce proper parking regulations.

The city will clearly demarcate zones designated for pedestrians and temporary motorbike parking, while reorganizing traffic signage to improve visibility.

Da Nang City has already implemented sidewalk demarcation in several central areas over the past few years, dividing space for parking and pedestrian use.

However, encroachment for trading activities has remained widespread.

The latest directive calls for strict penalties against violations, including illegal sidewalk occupation, unauthorized signage, construction infractions, noise pollution, improper parking, and littering.

To support enforcement, the city plans to expand the use of digital technologies such as camera surveillance systems, enabling faster detection and handling of violations.

Leaders of ward and commune-level People’s Committees will be held directly responsible if violations persist or if repeated complaints go unresolved.
