Da Nang to relocate tobacco factory from residential area to make way for new school

Authorities in Da Nang City, central Vietnam have moved forward with plans to relocate a tobacco plant managed by Da Nang Tobacco Company from a densely populated residential area, clearing the site for the construction of a second campus of Hoa Vang High School.

The municipal People's Committee announced on Monday that city leaders had issued directives regarding the development of the new educational facility on land currently occupied by the tobacco factory.

Under the directive, the Cam Le Ward People's Committee is tasked with coordinating with the municipal Department of Industry and Trade, the Da Nang City Land Development Center, Da Nang Tobacco Company, and other relevant units to accelerate the factory's relocation process.

Authorities have urged Da Nang Tobacco Company to formulate a detailed relocation plan and proactively work with relevant agencies to complete the move as soon as possible.

The relocation plan follows concerns raised by local voters through the city's online information portal.

Residents called on authorities to expedite construction of the second Hoa Vang High School campus on the land currently managed and used by the tobacco company.

They explained that the existing Hoa Vang High School is located within a residential neighborhood, where limited space has become a growing challenge.

The school is also situated beneath the flight path of Da Nang International Airport, exposing students and teachers to frequent aircraft noise that affects teaching and learning activities.

As such, the city approved a plan to relocate the tobacco factory and repurpose the site for a new school campus.

However, the company has not yet handed over the land.

Addressing the issue, the department instructed the Da Nang Industry and Trade Promotion Center to work with the company to review its land-use requirements, establish a relocation timeline, and provide guidance on investment procedures for the project, according to the Cam Le Ward People's Committee.

The department also confirmed that it had received a proposal from Da Nang Tobacco Company seeking land rental at the Cam Le Industrial Cluster for investment and relocation of its factory.

The department has also requested relevant agencies to coordinate closely with the company and provide necessary guidance.

The planned relocation comes as Da Nang faces increasing pressure on high school admissions due to rapid growth in student numbers.

To meet future demand, the city plans to establish seven additional high schools between 2026 and 2030.
