Deo Ca Group says to complete Da Nang–Hoi An urban railway by 2030

At a meeting with the Da Nang People’s Committee on Wednesday, Deo Ca Group proposed completing the urban railway connecting Da Nang and Hoi An by 2030, with project dossier preparation to begin in 2025.

Although still in its early stages, the project is attracting significant attention. Both Da Nang and Hoi An are major tourist hubs, drawing millions of visitors each year, and the proposed railway would link them directly.

At the meeting chaired by Le Quang Nam, vice-chairman of the Da Nang People's Committee, Deo Ca Group presented its plan to invest in the Da Nang–Hoi An railway using the transit-oriented development (TOD) model under a public-private partnership framework.

Le Quynh Mai, vice-chairwoman of Deo Ca Group's board of directors, said the company and its domestic and international partners have completed preliminary research and are prepared to begin work once it is approved by the government.

Deo Ca Group said the investor consortium would include KITA Group and FUTA Group, with credit support from VPBank and TPBank. 

The group has also engaged international consultancy and engineering firms such as China Design Group and CRRC Chongqing.

The investment contract types may be flexible, including build-transfer with deferred payments through land allocation and budget installments, build-transfer-lease with land and operational rights, or build-own-operate models with government funding participation and TOD integration.

Mai stated that all technology and engineering aspects are ready, allowing the railway to be finished by 2030. 

The line is expected to eventually extend to Tam Ky and Chu Lai, forming a wider regional transit network.

Since 2024, Da Nang City and Quang Nam Province, prior to their administrative merger in July this year, have held multiple site visits and working sessions at planned locations for the railway. 

The current route would begin at Truong Sa Street in Da Nang, run along the DT.603B road, and end at the intersection of DT.603B and Hai Ba Trung Street at Hoi An's bus station.

Last year, the former Quang Nam Province included the railway in its investment attraction portfolio, alongside the Hoi An–Nui Thanh railway.

At the meeting, Deo Ca proposed beginning project dossier work as soon as September. 

The company said close cooperation with government agencies will be crucial to identify TOD zones, allocate land, and plan budget resources to ensure timely progress.

Calling it a key urban transport initiative, Deo Ca emphasized that the project is designed to meet growing transportation demand and support Da Nang's socio-economic development goals.

The other partners in the consortium also expressed commitment to conducting detailed studies and expediting implementation.

Da Nang vice-chairman Le Quang Nam said the Da Nang–Hoi An railway is a high-priority project under city review. 

The city will assess Deo Ca's proposal along with other submissions and select the most suitable investor. 

Nam affirmed that the bidding process will be open, transparent, and follow all regulations.

Under Da Nang's master plan through 2030, the city will develop two urban railway lines totaling 24 kilometers. 

By 2040, the network will expand to three lines covering 49 kilometers, and by 2045, it is expected to grow to 11 lines with a combined length of 131 kilometers.

Deo Ca Group is one of several major firms showing interest in the city's railway projects.
