The Quynh An Commune People’s Committee in Hung Yen Province, northern Vietnam on Saturday formed an inter-agency health inspection team to work with Nguyen Duy Phu, who resides in the commune, following media reports that he had been using a power drill to treat bone and joint conditions in violation of regulations.

At the meeting, the inspection team ordered Phu to immediately stop operating his facility and providing medical examination and treatment services from Saturday until he completes all required legal procedures and obtains an operating license from the provincial Department of Health, the Vietnam News Agency reported.

If Phu fails to comply and continues providing medical examination and treatment services, the local People’s Committee will take further action in accordance with the law.

The Quynh An administration also asked relevant agencies, local police, and officials to monitor and supervise compliance with the suspension order at Phu’s facility.

At the time of the inspection, Phu was unable to provide documents required for the operation of the facility, including a medical practice license and an operating license for medical examination and treatment.

During the meeting, Phu acknowledged that providing medical examination and treatment services without an operating license issued by a competent authority was against regulations.

He pledged to suspend operations and stop providing medical examination and treatment services from Saturday.

Earlier, an inter-agency inspection team from Hung Yen Province also inspected Phu’s facility, and he was required to meet with officials from the provincial Department of Health on Friday.

The department provided him with guidance on the procedures required to legally provide medical examination and treatment services, and issued an administrative violation record against his facility for providing such services without an operating license.

The department also notified Phu of a VND45 million (US$1,700) fine for the violation.

Nguyen Duy Phu said he had previously worked in the military and was frequently away from home.

He began helping local residents with bone and joint conditions in 2017, providing the services only on Saturdays and Sundays when he had a chance to return to his hometown.

He said he did not advertise his services and that people came to him on their own for help.

After leaving his job in September 2025, Phu registered his residence in Quynh An Commune in June 2026, then began providing medical examination and treatment services on a daily basis.
