The provincial police investigation agency said on Tuesday that it had launched criminal proceedings against Nguyen Huu Cuong, 52, a resident of Hanoi, over road traffic safety violations that resulted in particularly serious consequences.

The fatal accident occurred on Monday morning on National Highway 15 in Mai Chau Commune, Phu Tho Province.

According to initial investigation findings, Cuong was driving a Lexus carrying his family from Mai Ha Commune toward Mai Chau Commune at the time.

When he reached a section of the road marked with no-stopping and no-parking signs, Cuong pulled over to have breakfast.

After his wife and children got out of the car, he opened the driver-side door to step out but failed to check traffic conditions behind him.

At that moment, a motorbike ridden by L.T.M.T., a resident of Mai Ha Commune, traveling in the same direction while carrying her five-year-old son V.A.Q., crashed into the suddenly opened car door.

The collision knocked both the mother and child onto the road.

Shortly afterward, a car driven by H.D.C., a resident of Hung Yen Province, approached from behind in the same direction, and its rear right wheel ran over the child, killing him at the scene.

Based on collected evidence and investigation materials, Phu Tho police concluded that Cuong’s violations of road traffic regulations were the primary cause of the fatal accident.

Specifically, investigators said Cuong illegally stopped his vehicle in a prohibited area and failed to properly observe surrounding traffic before opening the door.

His actions were found to violate the 2024 Law on Road Traffic Order and Safety and constituted sufficient grounds for criminal prosecution.
