The project, titled ‘Supporting the Ministry of Construction in implementing Vietnam's NDC within the framework of the NDC Transport Initiative in Asia (NDC-TIA) Phase 2,’ supports capacity building and technical assistance for the transport sector to strengthen the enabling conditions for implementing a low-carbon transport policy framework.
Accordingly, the project will boost the development of electric and green-energy vehicles, contributing to the implementation of Vietnam's Nationally Determined Contribution (NDC).
“The continuation of the project is a testament to the trusted and sustainable partnership between Germany and Vietnam,” said Alexandra Westwood, Attaché of the Section Economic Affairs and Development of the German Embassy in Vietnam.
“We hope that this project will not only bring practical benefits to the people of Vietnam, but will also serve as a solid foundation for more extensive cooperation between our two nations in the future,” she stressed.

The project is expected to yield technical reports on developing regulations and technical standards for electric trucks, and assessments of urban charging infrastructure needs.
Other expected outcomes include the integration of electric vehicle fleets and green energy use within public transport systems at transit hubs and urban rail systems, and the development of financing mechanisms and solutions to promote the transition to electric vehicles and the development of urban electric vehicle ecosystems.
“At the COP26 conference, Vietnam made a strong commitment to the goal of achieving net-zero emissions by 2050,” Ngo Anh Tuan, director of the academy, emphasized at the signing ceremony.
To concretize this strategic vision in the transport sector, the prime minister issued Decision No. 876, approving the Action Program on green energy transition and reduction of carbon and methane emissions in the transport sector, he said.
The decision not only defines a comprehensive transition roadmap but also sets out critical requirements for improving institutions, developing systems of technical standards and regulations, and promoting the transition to electric and green-energy vehicles.
The project was developed with the goal of accompanying Vietnam in that process, contributing to the implementation of the decision, he added.
The project will be carried out from 2026 to 2028 by GIZ, in coordination with the Academy of Construction Strategy and Cadres Training, along with international partners such as the International Council on Clean Transportation and the World Resources Institute.
Over the years, the German government has accompanied and supported Vietnam in achieving its sustainable development goals through extensive technical and financial cooperation.
Notable examples include projects on climate change mitigation, renewable energy and sustainable transport and construction such as the NDC-TIA project, which supports Vietnam in translating its net zero commitment into action in the transport sector.
