An official from the ward on Thursday confirmed that the ward had required the building management board ‘not to refuse parking for electric vehicles,’ including electric motorbikes and e-bikes, after it issued a notice reading the service would cease completely from February 1, 2026.
Ta Viet Dung, vice-chairman of the Hoang Liet Ward People’s Committee, stated that the ward formally requested the investor of the apartment building, Dien Bien Construction No. 1 Private Enterprise, and Linh Dam Housing Services Branch, which manages the building, to comply with Clause 1 and Point a, Clause 2 of Article 144 under the 2023 Housing Law related to parking areas and types of vehicles parked at apartment buildings.
Accordingly, apartment parking areas must accommodate all vehicles, including gasoline-powered and electric ones, unless there is an official order from a competent authority.
He emphasized that current fire prevention regulations do not ban electric vehicles or charging activities within residential buildings.
Also, the ward ordered the management board to increase patrols in order to promptly detect and handle any situations or incidents that arise during vehicle parking operations in the basements of the HH apartment complex.
The HH Linh Dam management board had previously informed dwellers that it would stop receiving electric motorbikes and bicycles as rising numbers of such vehicles in the basement created overcrowding and safety concerns.
According to its assessment, the rapid growth in electric vehicle use had pushed basement capacity to its limits.
These electric vehicles powered by batteries pose a high risk for fire or explosion from electrical faults, collisions, or improper charging practices, according to the management board.
HH Linh Dam is one of Hanoi’s most densely populated residential complexes.
The complex consists of four areas, each with three towers, offering a total of 9,000 apartments.
It houses an estimated 30,000-35,000 residents.
