Hanoi district authorities investigate floodplain encroachments after Tuoi Tre report

The article, published on June 7, exposed unauthorized landfilling and building activities narrowing natural drainage corridors in Hoai Duc, Quoc Oai, and Chuong My Districts. 

Metal structures and workshops were erected without permission, and construction waste was dumped along riverbanks.

Cao Van Tam, head of Hoai Duc District’s agriculture and environment agency, said a multi-agency inspection team identified violations in Van Con and Song Phuong Communes along the Day River.

He added that local authorities have been ordered to halt further activity and will be held accountable if violations continue. 

Enforcement actions must be completed by June 15, according to district orders.

Nguyen Chi Tuan, a Van Con Commune official, said authorities are preparing to handle a recently built 70-square-meter structure, while a larger 300-square-meter building has been reported to the district for further action.

In nearby Quoc Oai District, inspections are underway into illegal dumping near the Day River in Phuong Son Commune. 

District chairman Nguyen Truong Son assigned the deputy chairman to lead the investigation.

Meanwhile, in Chuong My District, chairman Nguyen Anh Duc said the local government had reported unlicensed construction on the Bui River dike to Hanoi’s municipal administration.

The district’s agriculture and environment agency is now preparing administrative penalties.

Duc also confirmed that the matter has been referred to Hanoi police for investigation into possible unlawful land allocations in past years. 

Findings will be announced once the investigation concludes.
