The municipal Department of Public Security said on Saturday night that investigators had detained Tran Quoc Luong, 37, and his father, Tran Nhat Hoa, 66, for their involvement in the dog attack, which occurred in Hong Van Commune.
A few days ago, police in the commune received a report of a physical altercation in the Pham Hong Thai residential area.
Officers immediately launched an investigation to clarify the circumstances.

Hoa intervened to stop the dispute and forced his son back into the house.
At around 4:00 pm the same day, Luong opened the gate and went out onto the street with his dog, where he encountered H. and his wife.
The two sides resumed arguing.
During the confrontation, Hoa repeatedly struck H. in the face, while Luong pushed the dog toward the area where his father was attacking the neighbor.
The dog then bit several people, including H.’s wife.
As a result, both H. and his wife suffered multiple injuries.
Based on evidence collected, Hoa and Luong were detained for disturbing public order.
