Hanoi set to break ground on $178mn To Lich River park project

Hanoi authorities have selected Sun Group Corporation as the winning investor for a large-scale project to renovate and rebuild a linear park along both banks of the To Lich River, with construction expected to begin on Friday.

Duong Duc Tuan, permanent vice-chairman of the Hanoi People’s Committee, has signed Decision No. 6259 approving the investor selection for the project, which spans approximately 737,927 square meters and carries a price tag of more than VND4.665 trillion (US$178 million).

The project will be implemented under a public-private partnership model using a build-transfer contract.

Under the build-transfer contract, the capital city will compensate the investor with land assets, including a 34.8-hectare site in Son Dong and An Khanh Communes, with an estimated value of about VND5 trillion ($190 million).

The project will run along the To Lich River through multiple wards, including Ngoc Ha, Nghia Do, Lang, Giang Vo, Cau Giay, Yen Hoa, Thanh Xuan, Dong Da, Khuong Dinh, Dinh Cong, Thanh Liet, and Hoang Liet.

As per the decision, Sun Group Corporation, a leading Vietnamese private conglomerate, will carry out the project from the fourth quarter of 2025 to the fourth quarter of 2028.

The investor is required to ensure the accuracy and transparency of all documentation and to meet requirements related to construction progress, quality and operational efficiency in accordance with the approved investment policy.

The project’s key components include riverside promenades, public squares, embankment walls, seating steps, parking areas, sports courts, and playgrounds.

Architectural elements will feature service buildings, landmark structures, and auxiliary facilities.

Landscaping will include large shade trees along the river, shrubs, lawns, aquatic vegetation, climbing plants, and shaded trellises.

Public amenities such as benches, trash bins, outdoor fitness equipment, playground facilities, decorative sculptures, and lighting systems will also be installed.

Once notoriously polluted with foul odors and black water, the To Lich River is undergoing a significant revival through major infrastructure projects.

Water from West Lake and treated water from the Yen Xa Wastewater Treatment Plant began replenishing the To Lich River in early September, helping improve water clarity and significantly reduce odors.

The improvement attracted residents back to the riverbanks, highlighting public interest in the river’s long-term restoration.
