Congestion was most severe in areas around My Dinh, the elevated Ring Road No. 3, Thang Long Boulevard, and Lang Street.
Commuters reported being stuck for hours on routes such as Ham Nghi-Le Duc Tho and Le Duc Tho-Tran Huu Duc.
Authorities said the rain did not cause flooding.

According to Traffic Police Unit No. 6, which manages much of the western part of the Vietnamese capital, all officers were deployed at critical intersections to direct traffic and prevent accidents.
By 9:45 am the same day, localized congestion persisted at intersections including Trung Hoa-Thang Long Boulevard, Ho Tung Mau-Xuan Thuy, and Lang-Le Van Luong.
Officers were also on standby to handle fallen trees and other weather-related hazards.

In contrast, traffic in central and eastern Hanoi, including the Vinh Tuy Bridge and Ring Road No. 1, remained smooth.
The national weather agency said that from Tuesday to Wednesday, the northern delta region and central provinces from Thanh Hoa to Ha Tinh will possibly experience moderate to heavy rain, with rainfall ranging from 30 to 70 millimeters, and isolated areas exceeding 130 millimeters.
