The couple was identified as Vuong Luong Toan, 44, and his wife, Huynh Cam Lai, 43, both residing in Phu Thanh Ward.
Besides, Thach Vinh, a 21-year-old resident of the ward, was arrested for the investigation into the case of violating food safety regulations.
The economic police division of Ho Chi Minh City had previously worked with relevant agencies to conduct an inspection into Chau Phat Household Business in Phu Thanh Ward, a facility specializing in the production and sale of fresh noodles.

During the inspection, officers caught several individuals red-handed mixing borax, soda, and silicate solution into noodle dough to enhance softness, elasticity, and visual appeal.
Investigators said these substances are strictly prohibited in food production and processing due to their potential to cause serious harm to consumers’ health.
Toan admitted that he had been using the banned chemicals in noodle production for a long period.
Officers determined that in just the past three months, the facility had supplied the market with tons of fresh noodles containing toxic chemicals, which were distributed to numerous food outlets across the city.
Investigators are continuing to expand the probe to clarify the roles and responsibilities of other individuals involved in the operation.
The city’s police affirmed they will strictly handle such violations to protect public health and maintain discipline and order in food safety management.
