Ho Chi Minh City requires dog, cat owners to register pets in rabies prevention drive

Ho Chi Minh City has ordered all dog and cat owners to register their pets with local commune, ward or special zone authorities as part of a citywide effort to prevent rabies.

The municipal People’s Committee recently approved the Rabies Prevention and Control Program in Ho Chi Minh City for 2026 to 2030, which aims to control rabies among domestic pets, prevent human deaths from the disease and protect public health.

It also seeks to establish, maintain and expand rabies free zones while reducing the social and economic impacts that outbreaks can cause.

Between 2026 and 2030, the city plans to manage more than 90 percent of households that keep dogs and cats, vaccinate more than 90 percent of pets, and ensure that all local authorities can track suspected or confirmed rabid animals.

By 2026, at least 20 communes, wards or special zones are expected to receive rabies free certification.

From 2027 to 2030, the city will maintain these areas and add at least 10 new zones each year, with a goal of reaching a minimum of 60 rabies free localities by 2030.

By that point, the city hopes to eliminate human deaths from rabies entirely.

Under the program, pet owners must report their dogs and cats to local authorities, keep animals confined at home, maintain hygiene and prevent pets from injuring others.

Dogs and cats must be vaccinated, leashed or muzzled when taken outside and monitored for signs of illness.

Owners will be required to cover all costs if their free roaming pets are captured and may be held legally responsible if their animals cause harm.

Local authorities must compile and update lists of pet-owning households at least twice a year, monitor compliance and take strict action against violations such as failing to vaccinate animals or allowing them to roam.

Depending on conditions in each neighborhood, authorities may also create teams to capture stray or potentially rabid animals.

Pet owners are required to report any suspected rabies cases immediately to commune officials, veterinary staff or local livestock and veterinary stations.

Veterinary personnel will work with health centers to investigate, collect samples and manage confirmed or suspected cases.

The program reflects Ho Chi Minh City’s push to improve rabies control, protect public health and promote responsible pet ownership citywide.
