The Department of Construction and Becamex Group recently broke ground on four social housing projects totaling 6,229 units in Chanh Hiep Ward to mark the 50th anniversary of Ho Chi Minh City renaming after President Ho Chi Minh (1976-2026).
Leveraging ‘green lane’ mechanism in social housing construction project
The 6,229 social and rental housing units developed by Becamex are part of a series of projects launched to commemorate the anniversary.
Earlier, construction also began on the Dong Thanh social housing apartment project in Tan Dong Hiep Ward, developed by Tan Dong Hiep Investment and Construction Group Co. Ltd.; the social housing project within the Hoang Nam Uyen Hung 2 commercial housing development in Uyen Hung Ward, developed by Hoang Nam Project Development Investment Co. Ltd.; and the Dragon E-Home next-generation social housing project in Phu Long Real Estate JSC’s Dragon Village urban area.
Since the beginning of 2026, developers across Ho Chi Minh City have accelerated the launch and construction of social housing projects.
The ‘green lane’ mechanism, which streamlines the administrative procedures and shortens processing time, is intended to help the city quickly meet its housing target.
The projects not only help increase the supply of affordable housing for eligible beneficiaries but also demonstrate the pioneering role, social responsibility, and active participation of private developers in the city’s social housing program.
Their contribution is seen as significant in helping the city meet the housing needs of workers, civil servants, and other low-income groups.
Becamex, for example, is investing more than VND5 trillion (US$192.3 trillion) in developing the 6,229-unit project, including 1,000 rental units, with the remainder offered under a rent-to-own social housing scheme.
At the same time, newer social housing developments are being designed to better meet the 'settling down' aspirations of residents rather than serving only workers in industrial parks, while maintaining appropriate construction standards.
The new generation of projects is also intended to help restructure the city’s urban core, creating space for major infrastructure works, including railway and metro projects with regional connectivity, while integrating them with schools, hospitals, parks, markets, and cultural and sports facilities to improve residents’ quality of life.
To successfully implement its social housing program, the city has introduced policies and support mechanisms aimed at giving developers greater confidence to invest.

Authorities have also moved proactively to resolve administrative bottlenecks and maximize the effectiveness of the ‘green lane’ mechanism to speed up social housing projects, contributing to the development of a more civilized, modern, livable, and compassionate city.
Ho Chi Minh City determined to surpass social housing target
With a target of 200,000 social housing units by 2030, equivalent to one-fifth of the national target, Ho Chi Minh City has launched construction on 19 social housing projects totaling about 20,000 apartments since the beginning of 2026.
Deputy Minister of Construction Nguyen Van Sinh, who has closely monitored the city’s social housing program, commended the determination, efforts, and sense of responsibility demonstrated by the city’s Party Committee, People’s Council, and People’s Committee in improving housing conditions for low-income workers and industrial park employees.
He also urged the city to continue directing agencies and local authorities to facilitate social housing projects as quickly as possible in accordance with regulations.
Speaking to Tuoi Tre (Youth) newspaper, vice-chairman Hoang Nguyen Dinh said the city had developed a detailed implementation plan to meet its housing target.
In the third quarter of 2026, the city plans to break ground on 59 projects under the ‘green lane’ mechanism for administrative procedures, totaling about 54,900 apartments, with completion scheduled for 2027.
“In 2026, Ho Chi Minh City is expected to break ground on a total of 110,000 units. In the first and second quarters of 2027, the city will launch enough projects to reach nearly 200,000 units under the assigned target,” Dinh said.
“After the second quarter of 2027, we will still have ample time to continue expanding the program, and the city is determined to significantly exceed the social housing target assigned by the central government.”
More than 106,000 rental housing units registered
Alongside its social housing program, Ho Chi Minh City is also promoting investment in rental housing in line with directives from the central committee.
At a conference on promoting rental housing investment held on June 9, 2026, 15 companies and developers registered plans to build more than 106,000 rental housing units across the city.
