The city’s Steering Committee for Science, Technology Development, Innovation and Digital Transformation on Tuesday unveiled a plan to implement Resolution No. 57-NQ/TW, issued by the Politburo in late 2024, which calls for breakthroughs in science, technology, innovation, and national digital transformation.

Under the roadmap, authorities will prioritize strengthening digital infrastructure, consolidating data systems, and enhancing cybersecurity capacity.

The city aims to achieve 95 percent 5G coverage and ensure full coverage in major urban areas, high-tech parks, industrial zones, ports, airports, and logistics hubs.

Meanwhile, 6G network trials will be launched in several locations as part of preparations for next-generation connectivity.

The city will also accelerate the roll-out of end-to-end online public services as it moves toward building a fully digital government.

Developing human capital will be a central priority, with efforts to cultivate high-quality digital talent and enhance technological skills among officials and civil servants.

Authorities will further refine policies and remove regulatory bottlenecks in a bid to turn institutional reforms into a competitive advantage.

A venture capital fund will be established alongside a regulatory sandbox framework to support emerging technologies.

The plan also calls for a dedicated public procurement mechanism for the science and technology sector and the piloting of commercialization schemes for state-funded research.

Investment in science and technology infrastructure will continue, including trials of unmanned aerial vehicles for logistics and urban management.

Big data applications will be expanded to address urgent challenges such as traffic congestion, flooding, and environmental pollution.

The city will also connect technology exchanges in the southeastern region and roll out strategic technology programs under a cooperation model involving the state, scientists, and enterprises, mobilizing domestic and international experts for research and development.
