The decision, signed by Bui Xuan Cuong, vice-chairman of the municipal People’s Committee, outlines a major civic investment at 4 Pham Ngoc Thach Street.
The project will be managed by the city’s civil and industrial construction project management board.
The 25-story structure, including four basement levels, will reach a height of 84.15 meters and sit on a 14,344-square-meter site.
It is classified as a civil-level, Grade I construction project with a design lifespan of over 100 years.
The new Youth Culture House is envisioned as a cultural and educational hub for youth, supporting a wide range of programs including arts, sports, volunteering, revolutionary ideals, and digital innovation.
Facilities will include an event plaza, a 500–700-seat multipurpose hall, exhibition areas, multiple libraries (including a digital library), sports and traditional culture rooms, media and AI labs, training centers, innovation hubs, and youth skills classrooms.
The project is scheduled for completion by the end of 2028.
