Following a recent administrative merger of old Binh Duong and Ba Ria–Vung Tau Provinces, the newly-expanded city now has 1,839 preschools serving over 500,000 children.
The education sector aims to improve early childhood education quality through new curricula, expanded high-quality education models, and a focus on child-centered teaching.
The city will require preschools to support language development and provide English familiarization programs.
It will also continue piloting English assessment tools for children aged three to six.

Delegates highlighted the use of digital tools to improve access and quality of English education.
Nguyen Phuong Lan, CEO of EMG Education, introduced an immersive digital platform and assessment tools designed for preschool children.
Officials said early English learning supports the government’s goal of making English a second language in schools, as outlined in a resolution in August 2024 by the Politburo.
Le Thuy My Chau, deputy director of the city’s education department, called for continued innovation and efforts to build on past results ahead of the new school year, which begins between late August and early September depending on grade level and locality.
