The initiative will begin at 16 schools and is expected to expand to all general education institutions from January 2026.
The aim is to reduce screen time and encourage group activities among students during breaks, according to a draft plan presented at an education conference.
Under the program, phones will be collected or restricted during recess periods, and schools will organize alternatives such as sports, folk games, club activities, or reading.
Students will be required to participate in at least one activity, and staff will receive training to oversee the implementation.
The education department said mobile phones are not being banned entirely, noting their utility for learning and communication.
However, it said schools should guide students toward limited and appropriate use.
Several schools have already introduced similar policies on a voluntary basis.
Officials said early results show improved student interaction and positive reception from parents.
