The agreement, exchanged by Ho Chi Minh City deputy chairman Hoang Nguyen Dinh and Victoria deputy premier Ben Carroll, builds on a 2022 memorandum establishing friendly relations between the two sides and is aimed at deepening bilateral cooperation.
Dinh said Ho Chi Minh City sought closer cooperation with Victoria in urban planning, construction, social housing development, environmental protection, pollution control, and sustainable development, while also calling for continued support for Vietnamese students studying in the state.

Carroll said cooperation between Victoria and Ho Chi Minh City had advanced in recent years, particularly in trade, investment, and education.
He added both sides had scope to expand collaboration in science, innovation, education, and workforce development.

During a two-day visit to Victoria on Thursday and Friday, the Ho Chi Minh City delegation met state agencies and partners involved in urban planning, social and affordable housing, rental housing, education and training.
It also held discussions with the Vietnam-Australia Scholars & Experts Association (VASEA).
The delegation previously visited Queensland on Wednesday, where it met representatives of Study Queensland and other state agencies to discuss urban development, education, innovation, green transition, and sustainable growth.
