The club—formerly known as Ho Chi Minh City (TP.HCM) FC and transferred to the city public security department in July—are reviving a historic legacy dating back to their founding in 1979.
Once one of the city’s top teams, the side won the national championship in 1995.
They were the runners-up in the 1993-1994, 1996, 1999-2000, and 2001-2002 seasons.
Le Huynh Duc, once a leading striker of CA TP.HCM and the national team in their heyday, returns as head coach with assistants Phung Thanh Phuong, Hoang Hung, and Chau Chi Cuong.
Phuong was a winger while Hung was a top forward when the club were a major force in Vietnamese football.
Retained players include Slovak-Vietnamese goalkeeper Patrik Le Giang, defender Vo Huy Toan, and Malaysian midfielder Endrick Santos.

New signings include 2024 Vietnamese Golden Ball winner Nguyen Tien Linh, midfielder Pham Duc Huy, and Brazilian defender Matheus Felipe and Belgian central midfielder Samuel Bastien, valued at €1 million (US$1.16 million) and €650,000 ($752,500) respectively.
The club are also targeting forward Devante Cole, son of English legend Andy Cole.
A launch event introducing the squad is scheduled for Friday afternoon at the city police headquarters.
