Built in 2001, the apartment complex consists of eight three-story blocks housing a total of 288 units.
Originally intended as temporary accommodations for households displaced during urban development projects, the blocks have severely deteriorated after more than 20 years of use.
The ramshackle apartment buildings see walls peeling, ceilings leaking, while tree roots have penetrated and clung to various structures.
The drainage system is damaged, forcing some residents to discharge wastewater directly into a nearby vacant lot, causing significant environmental pollution.
Surrounding areas are filled with domestic waste, adding to the unsanitary conditions.
"My family has lived here for nearly 20 years. The walls are damp and moldy, and water leaks everywhere,” said Nguyen Thi Huong, a dweller of the apartment complex.
"The environment is polluted," she said, adding that everyone was relieved to hear that the city would relocate them and provide resettlement support.

According to the municipal Department of Construction, structural assessments have classified all blocks of the complex as hazardous.
In response, the Da Nang administration has recently approved a resettlement support plan for these households.
Under the plan, eligible residents can choose each of the two options: renting a social housing unit owned by the state or purchase a social housing unit funded by non-budgetary sources at such apartment projects as An Hoa (Sun Home), Bau Tram Lakeside, Trinh Cong Son No. 10, Hoa Minh, and other developments.
For households choosing to purchase units at the Trinh Cong Son No. 10 or Hoa Minh buildings, temporary housing or financial assistance for self-arranged accommodations will be provided while construction is underway.
This support will cover 50 percent of the stipulated housing allowance.
