The chairwoman of An Cuu Ward in Hue City, central Vietnam spotted a pile of trash along a roadside on her way to work on Sunday morning, so she ordered officials to review surveillance footage to identify those responsible.

Hoang Thi Nhu Thanh, chairwoman of the People’s Committee of An Cuu Ward, confirmed that local authorities had identified and taken action against a sleeper bus driver accused of dumping garbage in a public area.

While traveling to her office, Thanh noticed a newly-formed pile of waste, including plastic bags and garbage sacks, stacked along Vo Nguyen Giap Street.

The sight prompted her to immediately instruct the ward’s public administrative service center to check the urban surveillance camera system to track down the dumper.

The footage revealed that a sleeper bus, operated by M.D. Bus Company, stopped along Vo Nguyen Giap Street late on Saturday night.

The driver and a bus attendant were seen pulling several bags of trash stored beneath the bus and dumping them directly onto the roadside before the driver drove away.

Following the discovery, An Cuu Ward police summoned the driver for questioning and booked him for the violation.

Officers also required the individual responsible to return to the site and clean up the dumped garbage.

According to local police, the act constitutes illegal littering and carries an administrative fine of VND1-2 million (US$38-76) under Decree 336/2025, which took effect on March 1 and regulates penalties for violations involving the use and management of land designated for road infrastructure.

“After the bus company completes the clean-up of the waste, we will proceed with administrative penalties," Thanh said.
