Leaders of multiple countries congratulate Vietnam’s Party chief on election as state president

Leaders from several countries have sent messages, letters, and telegrams congratulating General Secretary of the Communist Party of Vietnam To Lam on his election as state president by the 16th National Assembly on Tuesday, while he continues to serve as Party chief, according to the Vietnamese Ministry of Foreign Affairs.

In his congratulatory letter, General Secretary of the Lao People’s Revolutionary Party and President of Laos Thongloun Sisoulith said Lam’s election reflects the strong trust of the Party, state, and people of Vietnam in his leadership, as well as recognition of his significant contributions and tireless dedication in recent years.

The Lao leader expressed confidence that with his experience and capabilities, General Secretary and State President Lam will continue to work with other Party and state leaders to guide Vietnam toward further comprehensive and meaningful national development.

He also reaffirmed Laos’ readiness to coordinate closely with Vietnam to strengthen the great friendship, special solidarity, comprehensive cooperation and strategic connectivity between the two Parties, countries, and peoples.

General Secretary of the Communist Party of China and President of China Xi Jinping also sent congratulations, emphasizing that strengthening solidarity and cooperation between the two countries serves the shared interests of both Parties and nations amid a rapidly evolving and complex regional and global landscape.

The Chinese leader said he attaches great importance to the development of bilateral relations and stands ready to work with Lam to continue maintaining strategic exchanges, guiding the building of a ‘Vietnam–China community with a shared future that carries strategic significance,’ and advancing it in a sustained manner.

He said this would contribute to strengthening each country’s socialist cause, bringing greater benefits to the people of both nations and promoting peace and stability in the region and the world.

In their messages, Cambodian King Norodom Sihamoni and Senate President Hun Sen described Lam’s election as a reflection of his strong leadership and determination in advancing Vietnam’s development across all fields and enhancing its regional and international standing.

They expressed confidence that under his leadership, Cambodia–Vietnam relations will continue to deepen and expand, while reaffirming their commitment to closer cooperation.

Russian President Vladimir Putin also congratulated Lam, saying the National Assembly’s decision demonstrated his high political standing and broad support for Vietnam’s socio-economic development path and efforts to safeguard national interests on the international stage.

He expressed confidence that Lam’s tenure as state president will further deepen the Russia–Vietnam comprehensive strategic partnership.

The Russian leader expressed his pleasure in continuing constructive dialogue and close coordination with General Secretary and State President Lam on key issues of bilateral, regional, and international cooperation.

Indian Prime Minister Narendra Modi sent a congratulatory message, expressing confidence that under Lam’s leadership, Vietnam–India friendship will continue to grow.

In a post on social media platform X, Modi wrote: “I look forward to working closely together to further deepen our comprehensive strategic partnership for the progress and prosperity of our people and the region.”

Earlier on Tuesday morning, Vietnam’s 16th National Assembly passed a resolution at its first session electing Party General Secretary Lam as state president for the 2026–31 term, with 100 percent approval from all 495 attending deputies.

This marks the second time Lam has simultaneously held the country’s top Party and state positions, after first assuming the dual role in 2024.
