The suspect, who has three prior convictions, was recently released from prison in June.

According to reports, the serious incident occurred on To Huu Street in Nghia Lo Ward, Quang Ngai at around 3:30 pm on Tuesday, drawing public outrage.

The man riding a motorbike suddenly threw a concrete stone at a Lao male student who was passing by, striking him in the head.

The victim sustained a traumatic brain injury and was rushed to the hospital by nearby residents.

At 5:00 pm the same day, the criminal police unit under the Quang Ngai Department of Public Security received the report and immediately identified the case as a particularly serious crime, especially given that the victim was a foreign national.

The violent incident occurred on September 2, a time when people across Vietnam were celebrating the National Day.

In response, police leadership mobilized their entire force, dividing into multiple teams to urgently investigate the case, determined to solve it as quickly as possible.

After more than six hours of intensive investigation, at around 11:30 pm, officers identified and arrested L.N.H.S., a 34-year-old resident of Nghia Lo Ward, Quang Ngai.

During questioning, S. claimed that he became angry due to a language barrier while on the road, leading him to throw a stone at the Lao student before fleeing the scene.

Notably, S. has a criminal history with three previous convictions: two for illegal possession of narcotics and one for illegal possession of military weapons.

He was only released from prison in June and has now committed another serious crime.

In an emergency search of S.'s residence that same night, police seized a bag containing white crystals which S. claimed were methamphetamine, along with numerous dangerous weapons and related evidence.

The Quang Ngai police are continuing their investigation and will handle the case with strict legal measures.
