A man was spotted carrying four large, unmuzzled dogs on a motorbike on a street in Binh Tan, Ho Chi Minh City, on Saturday, posing a risk to himself and other commuters.

A reader told Tuoi Tre (Youth) newspaper he dreaded to imagine what could happen if the dogs suddenly leaped into traffic.

Under Article 30 of the 2008 Law on Road Traffic, motorcycle and moped operators are prohibited from towing or pushing other vehicles, carrying oversized loads, or performing actions that disrupt traffic safety, explained lawyer Nguyen Ngo Quang Nhat of the Ho Chi Minh City Bar Association.

Carrying multiple large dogs on a motorbike can be considered transporting bulky objects, which raises traffic safety concerns as the dogs may move unpredictably or jump off the vehicle, potentially causing an accident, the lawyer added.

Motorbike riders who lead animals or carry bulky items while riding face fines of VND400,000-600,000 (US$16-24) each, according to current regulations.

If they cause a traffic accident, their driver’s licenses will be suspended for two to four months.

Owners of unleashed or unmuzzled dogs may also face fines of VND1-2 million (US$39.4-79).
