The issue has attracted widespread attention in recent days after a report on Tuoi Tre (Youth) newspaper highlighting misconduct by a number of foreign visitors at tourist destinations in Da Nang sparked extensive discussion online.
Many comments expressed frustration over what residents described as disrespectful behavior by a small group of foreigners during their stay in Vietnam.
While most visitors comply with local regulations, critics argued that repeated violations by a minority can negatively affect the image of the tourism sector.
Some foreign residents and travelers also joined the discussion, saying they felt uncomfortable being unfairly associated with the behavior of a few individuals, which contributes to negative stereotypes about the broader foreign community.
Numerous commenters called for stricter enforcement against violations, saying firm actions are needed to maintain public order and preserve a safe and welcoming environment for both residents and visitors.
In Da Nang and Hoi An Ancient Town, it remains common to see foreign tourists riding motorbikes without helmets or traveling shirtless on public roads in several tourist areas.

Residents said such behavior is frequently observed despite Vietnam’s traffic regulations requiring all motorcycle riders and passengers to wear helmets.
Locals said they often reacted with frustration when witnessing these violations.
Some attempts to remind riders to follow local rules were occasionally met with dismissive or impolite responses.
“We hope the police and relevant authorities will take firm action against visitors who fail to respect local norms while traveling in Da Nang and Hoi An. Most foreign tourists come here because they appreciate the region’s natural beauty and the friendliness of its people," a member of an expatriate and travel community in Hoi An and Da Nang suggested.
“Those who behave irresponsibly represent only a very small minority, but their actions can have a significant impact on public perểcption."

Traffic police in Da Nang said they are not only penalizing riders who fail to wear helmets but are also working with motorcycle rental businesses to improve compliance with traffic regulations.
However, authorities noted that some cases have proven difficult to handle.
While foreign visitors may legally rent motorcycles, some later lend the vehicles to friends or acquaintances who then commit traffic violations, creating complications for both renters and rental operators.
The Da Nang Department of Culture, Sports, and Tourism said it would coordinate with relevant agencies to strengthen awareness campaigns, reminders, and monitoring of businesses providing services to foreign visitors as part of broader efforts to improve compliance and maintain a positive tourism environment.
