The motorbike rider is N.V.H., born in 1984 and residing in Hai Phong.
H.’s offenses included riding without holding the handlebars, lacking a valid driver’s license for the vehicle he was operating, and failing to wear a helmet while riding a motorbike.
Earlier, a video circulating on social media showed the man riding a motorbike without a helmet, letting go of both hands, and leaning backward on the seat while traveling.
The incident occurred on National Highway 5 in Phu Thai Commune, Hai Phong City.
Many viewers condemned the behavior as dangerous.
A representative of the Traffic Police Department said the law is very strict regarding reckless behaviors such as weaving, letting go of both hands, speeding, performing wheelies, illegal racing, and inciting or organizing such activities that disrupt public order.
These actions are not only subject to administrative penalties but may also lead to criminal prosecution.
