The incident has quickly drawn attention on social media.
The driver was identified as N.T.H., a 19-year-old resident of Hai Phong City.
At around 7:30 pm on Thursday last week, H. was seen riding a motorbike with a Hanoi license plate, carrying four young women seated behind him.
None of the passengers, including the driver himself, were wearing helmets.
The group traveled a considerable distance along Tran Duy Hung Street before being recorded by passers-by.
Video footage of the incident quickly went viral on social media.

After receiving reports and online evidence, the city’s traffic police immediately verified the case.
H. confessed to officers that the motorbike was borrowed from a relative and that he was using it to work for a ride-hailing service.
He was booked and fined a total of VND3 million (US$114) for multiple violations, including carrying more passengers than allowed, transporting helmetless passengers, and riding without a helmet.
H. acknowledged his violations and signed a written commitment not to repeat the offenses.
