Authorities in Tan Binh Ward were working with local traffic police officers and other agencies on Tuesday morning to investigate the incident.
At around 10:00 pm on Monday, the dump truck was traveling along Cong Hoa Street toward Truong Chinh Street from the Hoang Hoa Tham overpass.
When it reached a section near the Etown building in Tan Binh Ward, mud carried by the truck spilled onto the road. It was raining heavily at the time.
Several motorcyclists traveling behind the truck were unable to avoid the mud and skidded and fell.

The mud covered a roughly 300-meter stretch of Cong Hoa Street.
Authorities later arrived and placed warning signs to prevent further accidents.
The affected section remained closed on Tuesday morning.
Traffic was diverted to the remaining lanes, causing congestion in the area.

Cong Hoa Street is a major route connecting northwestern Ho Chi Minh City with the city center and Tan Son Nhat International Airport, so the closure caused significant congestion during the morning rush hour.
Traffic police officers were deployed at both ends of the affected section to regulate traffic.
Environmental sanitation workers were also clearing the mud to restore normal traffic as soon as possible.
Authorities also reviewed camera footage to identify and take action against the driver responsible for the incident.
