The waterfront site on Bach Dang Street in Hai Chau Ward had previously fallen into disrepair despite its location in the city center, with graffiti-covered walls and windows, overgrown vegetation, and scattered waste throughout the property.
In recent days, workers have cleaned and restored parts of the complex, removing graffiti, clearing dead plants and trash, and replacing dried grass with new landscaping and greenery.

Local residents had repeatedly raised concerns about the abandoned project, describing it as unsightly and wasteful.
The People’s Committee of Hai Chau Ward said Da Nang authorities had assigned the city’s Department of Construction to coordinate handling of issues related to the project.

The department said there were plans to convert the marina and restaurant complex into a public space because of its impact on the landscape and public areas along the western bank of the Han River.
Since 2018, Da Nang’s Party leadership has directed local authorities to work with the investor on recovering the project and studying options including conversion into a public facility linked to Dien Hai Citadel, a tourism information center, or demolition to create more open space along the riverfront.

The municipal Department of Construction said relevant agencies had agreed in principle to convert the site into a facility serving public purposes.
The project lies within a broader urban planning area covering Dien Hai Citadel, the administrative center, and the Han River waterfront, with investment proposals still being finalized.

The marina and restaurant project was developed on more than 4,000 square meters by I.V.C Co Ltd, owned by businessman Phan Van Anh Vu, with total investment of nearly VND100 billion ($3.8 million).
Construction of the restaurant section was completed in 2017, but the project was halted afterward because of legal proceedings involving Vu in multiple corruption cases, leaving the marina abandoned for years.
