At about 11:30 pm on September 12, police in Dong Da Ward received a report that a foreign man had punched and shattered the rear window of V.T.N.’s car, which was parked on Dang Van Ngu Street in Dong Da Ward, VOV reported.

Police officers later identified the individual as Berg Robin Grande, a Norwegian national.

At the police station, through an interpreter, Grande provided a detailed account of the incident.

According to his statement, he had traveled from Quang Tri Province, north-central Vietnam to Hanoi for tourism on September 12.

While walking on Dang Van Ngu Street, he saw a gray Ford Focus and punched through the rear left window, then climbed into the vehicle in an attempt to find his mother.

He claimed that he did not take anything from inside the car.

Grande explained that prior to the incident, he had consumed cannabis offered by strangers, which led to hallucinations.

He later tested positive for THC, the main compound found in cannabis.

A valuation determined that the broken car window was worth VND1,562,760 (US$59.1).

Based on the collected evidence, police in Dong Da Ward concluded that it was necessary to impose the penalty of deportation on him.
