The Ministry of Industry and Trade has approved a plan to develop outlet models in Vietnam through 2030, with a vision to 2045, aiming to establish shopping, tourism, and experiential destinations to boost consumer spending, develop trade and services, and enhance the competitiveness of the Vietnamese retail market.

At least one outlet model to be established by 2030

The plan aims to establish at least one outlet model in Vietnam by 2030, while gradually completing the legal framework and incorporating outlet development into the schemes of localities with the potential for it.

From 2030 to 2045, outlets are expected to be developed across the northern, central and southern regions, with at least one model in each region.

The plan also targets training and capacity building for at least 5,000 officials, civil servants and businesses involved in outlet management, operations and development.

Notably, Vietnamese goods and products are expected to account for at least 30-40 percent of the goods at pilot outlet models.

By 2030, at least 10 groups of 'national gift' products, products representing Vietnam as distinctive gifts for visitors, are expected to be developed for sale at such outlets, with priority given to national-brand products, five-star OCOP products, outstanding rural industrial products and leading Vietnamese products.

The planned outlet models will include premium outlet villages with 30,000-50,000m² of leasable space.

Designed as open villages, they will combine shopping with restaurants, cafes, entertainment and cultural and artistic activities.

The model will bring together mid-range, premium and luxury brands and is expected to be located near major cities, tourist destinations and transportation hubs such as expressways and airports.

Urban/suburban outlet centers will have 5,000-25,000m² of leasable space and can operate indoors or outdoors.

They will focus on mainstream and mid-range brands, particularly fashion, sports and household goods, serving the regular shopping needs of residents and tourists.

Integrated outlets will have 15,000-50,000m² of leasable space and be located within mixed-use developments combining residential, office, entertainment, healthcare and other services.

The model can be developed in urban areas, strategic locations, densely populated localities and destinations with large numbers of tourists.

Which localities are priorities for outlet development?

Outlet development is planned for areas with strong purchasing power, tourism potential and transport connectivity.

In Hanoi, the Hanoi-Mong Cai, Hanoi-Lao Cai, Nhat Tan-Noi Bai and Hanoi-Hai Phong expressway corridors have been identified as potential locations.

In Ho Chi Minh City, the focus will be on areas along the Ho Chi Minh City-Long Thanh-Dau Giay Expressway and near Long Thanh International Airport.

In Da Nang and Hoi An, potential sites include the coastal corridor connecting the two cities.

The plan also calls for studying outlet development in major coastal and island tourism destinations with large land availability and proximity to integrated resorts, including Cam Ranh in Khanh Hoa province and Phu Quoc in An Giang province, as well as free trade zones.

Hanoi, Ho Chi Minh City, Da Nang, Quang Ninh and An Giang, including Phu Quoc, are encouraged to study and attract investment in those pilot outlet models.

Local authorities will also be responsible for organizing trade, tourism and cultural activities at such outlets to attract customers and promote their local image, while working with the Ministry of Industry and Trade to develop Vietnamese product groups and create 'national gift' products.

An outlet is a concentrated retail model featuring multiple brands, where manufacturers or distributors sell directly to consumers at prices suited to the model.

Goods sold at outlets may include excess inventory, slightly defective products and items produced specifically for outlet sales.

The development of those outlets is expected to follow modern and transparent practices and international standards, while ensuring the effective state management of trade and measures against smuggling, commercial fraud and counterfeit goods.
