The Ho Chi Minh City Traffic Police Division under the municipal Department of Public Security said on Saturday that the owner of the cow was identified as V.D.T., a 59-year-old resident of Di An Ward.
T. admitted that while resting during the midday heat, he lost track of a white cow weighing some 100 kilograms, which then wandered into the tunnel.
Traffic officers booked and imposed a fine on T. for 'allowing livestock on public roads in a manner unsafe to people and vehicles,' in accordance with Clause 1 of Article 11 under the government's Decree 168.
The offense carries a fine ranging from VND150,000 to VND250,000 (US$6 to $10).
He was also required to sign a commitment not to repeat the violation and to comply with traffic safety regulations.
Officers have urged residents to strictly manage their livestock, especially when grazing near roadways, to prevent dangerous situations for both animals and road users.

A representative of the Urban Traffic Management Center told Tuoi Tre (Youth) newspaper on Saturday that upon detecting the cow in the tunnel, the center immediately coordinated with traffic police to control vehicle flow and safely escort the animal out of the tunnel.
The official emphasized that the tunnel is strictly for motor vehicles and that transporting livestock through it is prohibited.
The center also plans to work with local authorities to address the issue of unsupervised livestock in the area.
In reality, on both sides of the road near the entrance to the tunnel in the former Thu Duc City, there are many vacant lots where residents often bring cows to graze, posing potential traffic safety risks.
At around 1:30 pm on Friday, surveillance cameras recorded a herd of unattended cows appearing at Mai Chi Tho - To Huu Intersection in An Khanh Ward.
The Saigon River Tunnel management center quickly deployed a rescue team to intervene and also notified the An Khanh Ward police for support.
By 1:40 pm, as the herd was crossing the intersection, one cow unexpectedly broke away and ran straight into the Saigon River Tunnel, heading from An Khanh Ward to Ben Thanh Ward.
Immediately, traffic police officers organized traffic control and safely escorted the cow out of the tunnel, ensuring no disruption to traffic flow.
