According to ward authorities, the new square will be integrated with green spaces to create a vibrant venue for community activities, art performances, exhibitions, and cultural events.
The project is intended to enrich the spiritual and cultural life of Hanoi residents.
The planned public space will be linked to the city's public transportation system, especially metro line No. 2.
The project will also emphasize soft transportation infrastructure by expanding pedestrian pathways, operating electric vehicles, and limiting the use of personal cars.
These efforts are aimed at promoting a pedestrian-friendly urban environment.

The development will cover 2.14 hectares on the lake's eastern side, following the principles of the transit-oriented development (TOD) urban model.
The site is bordered by Hoan Kiem Lake and Dinh Tien Hoang Street to the west, residential areas to the north, Ly Thai To Street to the east, and Tran Nguyen Han Street to the south.
The project will be executed in two phases. Phase 1 will address land compensation, support, and resettlement for 59 land users, including 17 organizations and 42 households, across a 21,151-square-meter area.
This phase is considered a preparatory step for the broader TOD development and is intended to create a public space that connects transportation systems and improves the quality of urban life.
The square will include green areas, lawns, paved walkways, parking spaces, and infrastructure such as lighting, drainage, Wi-Fi, and security cameras.
Several existing buildings will be retained or considered for preservation, including the headquarters of the Department of Culture and Sports, the Institute of Literature, and the Art Deco-style building of the Hoan Kiem Power Company.

Phase 2 will involve the construction of an underground space with three basement levels directly connected to station C9 of metro line No. 2. This phase will also include technical measures to protect the surrounding architectural heritage.
The People's Committee of Hoan Kiem Ward stated that phase 1 is expected to begin before October 10, 2025.
Phase 2 will be subject to further study and consultation with experts and regulatory bodies to ensure it aligns with Hanoi's urban planning and development goals.
