According to the provincial police department, the driver, Lieutenant Colonel Ho Sy Phong, was head of the department’s firefighting and rescue unit.
At 8:50 pm on Thursday, Phong crashed his black car into a moving motorcycle before slamming into nine parked motorbikes and one parked pickup truck on Binh Than Street in Bac Ninh City.
The chain-reaction collision left two women injured and several vehicles damaged.
Footage circulating on social media showed a dazed man in a police uniform—identified as Phong—staggering from the heavily damaged vehicle, apparently under the influence.
Another video showed dozens of motorbikes strewn across the street following the crash.
Testing conducted in the presence of witnesses revealed Phong had a breath alcohol concentration of 0.435mg/l.
Following an internal review, the provincial police department decided to relieve Phong of his team leader position and suspended him from duty pending further investigation.
The provincial police chief has directed relevant units to pursue the case thoroughly and apply strict legal penalties.
