N.N.U.L., a resident of Que My Commune in the province's Que Son District and owner of the Con Cung kindergarten, was taken into custody on Saturday evening on charges of 'abusing others' under the Vietnamese Penal Code, the provincial police department reported.
The arrest followed the circulation of a video on social media on Friday, which showed L. physically abusing two children at the nursery.
The mother of one of the children reported L.'s violent actions to local police after viewing the footage.
Nguyen Van Hoa, chairman of the Que Son administration, announced Saturday that local authorities had suspended operations at the Con Cung kindergarten in Que My Commune.

The two children shown in the video were taken to the hospital for examination and treatment, Hoa told Tuoi Tre (Youth) newspaper.
Initial investigations revealed that L. had been licensed by commune-level authorities to operate Con Cung as a small-scale facility for fewer than seven children.
The nursery accepted children aged 21-24 months, with L. directly responsible for their care.
At around 11:00 am on Friday, after feeding the children lunch, L. put them down for a nap.
About 55 minutes later, two of the children, N.P.D.K. and N.L.H.N., both two years old, woke up crying.
After failing to calm them, L. became frustrated and physically assaulted both children, ordering them to stop crying and return to sleep.

The entire incident was captured by the nursery's surveillance camera.
One of the video clips, recorded at around 11:55 am that day, shows several children sleeping. A woman approaches one child, grabs the child's legs, and repeatedly strikes them with what appears to be a wooden stick, causing the child to cry out in pain.
She then does the same to another child. In a particularly disturbing moment, the woman is seen stuffing the stick into a crying child's mouth.
At around 6:30 pm the same day, T.T.T., the mother of one of the children, posted the clips on her Facebook account, Thuy Tan.
The post quickly went viral, garnering over 1,400 comments and more than 1,600 shares within three hours, with many social media users expressing outrage over the abuse.

Speaking to Tuoi Tre on Saturday, T. identified the woman in the video as N.N.U.L., the nursery owner.
She said she discovered the abuse after a friend – whose child also attends the nursery – accidentally accessed the footage and alerted her.
After watching the video and realizing her son had been abused three times around noon on Friday, T. called L. to confront her.
L. later visited T.'s home, cried, apologized, and pleaded for forgiveness. However, T. rejected the apology and reported the case to police officers.
Following her detention, L. admitted to all her actions. Authorities are continuing their investigation.
According to local officials, both children are currently in stable condition.
