Emergency services said six people were taken to hospital.
Two women, aged 18 and 21, were conscious and in stable condition.
The four others, including two women aged 40 and 35 and two children aged two and seven, suffered cardiac arrest before arriving at hospital.
They could not be revived despite intensive resuscitation efforts by medical teams from Saigon General Hospital and Children’s Hospital 2.
Firefighters said they rescued five people using a ladder truck after flames engulfed the first floor of a noodle shop at around 4:00 am.
The victims were evacuated in a state of panic and suffering from smoke inhalation.
Local authorities said police and forensic teams are investigating the cause of the fire.
